Should crime authors mix fact and fiction?

The fascinating article linked below on the BBC raises some interesting points. The line between authors 'borrowing' story lines, characters and details of crime scenes is becoming increasingly blurred especially in the Crime genre which is awash with novels which are either inspired by true events or a mix of real life detail mixed with fiction. The article raises the question: Is it acceptable for fiction writers to profit on the back of re-telling someone else's, often tragic, story?
